There is a covenant between the citizenry and the leaders they elect; the community expects its elected officials to govern with wisdom, manage the public treasury, provide services, and maintain a safe community.
Today, the safety of the community, one of government’s paramount responsibilities, concerns me.
I have read the Norton Report and agree with its conclusion that Hydrofluoric Acid is not the safest existing technology as a catalyst for petroleum alkylation.
That said, I also believe that the City of Torrance does not have jurisdictional authority in this matter. Nevertheless, elected officials have a unique position and latitude to use their position on the dais as a “bully pulpit”.
I wholeheartedly support the efforts of the AQMD, and our State and Federal legislators to regulate/eliminate Hydrofluoric Acid in refineries – and will endorse and support a Resolution from the Torrance City Council to that effect.
